This document reflects a preliminary review of the academic literature on "Access to Justice in the Sahel." It provides a broad overview of the security crisis, and it surveys major theories of change for building peace and stability in conflict-affected regions. It also contains a regional analysis of WJP data contained in the 2019 reports "Rule of Law Index" and "Global Insights on Access to Justice."
