About the Narrative Group

This work amongst others resulted in a joint call to the Dutch government to remain engaged in the international crisis of democracy and rule of law. It calls for reframing expectations of what  ‘results’ are for development cooperation. Its value is not just in for example the extra amount of people who received access to justice due to development projects. Fostering resilient networks around democratic values can be a result in itself. Moreover, effectiveness can only be expected if other policies (e.g. trade, defence, climate) are also aligned in their contribution towards sustainable development.

With the ending of the KPSRL, the Narrative Group has joined with the Peace and Justice Cluster to form the Democracy and Rule of Law Collective. The Peace and Justice Cluster was set up in 2024 and focused more on advocacy efforts, consisting of around 30 organisations, all based in the Hague. 

The aim of the Democracy and Rule of Law Collective is three-fold: 

  • Reflection and Learning: Creating time and space to step back, look at the bigger picture, and share different types of evidence, experiences, and narratives.
  • Lobby and Advocacy: Combining fragmented efforts into strong, unified messages that can influence policymakers and engage the public.
  • Collective Action: Identifying urgent challenges and working on real-life cases where we can co-create practical solutions. Joint fundraising efforts may be part of this.

As of June 2025, the Collective is still in development, but the core group currently consists of HiiL, NIMD, and The Hague University of Applied Sciences. The Hague Humanity Hub is supporting this initiative by providing a community management framework.
