Launch Calls for Proposals
We proudly announce the launch of the first two calls for proposals by the Knowledge Platform Security & Rule of Law and NWO-WOTRO Science for Global Development. The calls are part of WOTRO's research program 'Security and Rule of Law in Fragile and Conflict-Affected Settings', and have been developed in close collaboration with the network of the Platform. Consortia consisting of research and practitioner organizations from all over the world are invited to submit research proposals than can help increase the effectiveness of security and rule of law policies and intervention programs in fragile and conflict affected countries and regions. Up to 5 million euros is available for the best strategic and applied research proposals.
Strategic Research | Employment for Stability
The call Employment for Stability provides funding for strategic research that investigates the correlation between employment and stability in Fragile and Conflict Affected Settings, or for research into the key drivers and challenges determining employment strategies of the private sector in these countries.
Purpose
The aim of this call for proposals is to enhance the academic basis and underlying assumptions of intervention logic and policy theories on employment for stability, in order to enhance the effectiveness of policies and interventions for stability in the targeted fragile and conflict affected countries.
Specific objectives include:
- Contributing to new insights and evidence-based knowledge on policies and intervention strategies addressing employment and stability in fragile and conflict-affected environments;
- Raising awareness on new insights and sharing of knowledge with relevant stakeholders to facilitate the development of well-informed theories of change connecting employment and stability.
Who can apply
Consortia of at least two research organizations of which one based in a LMIC can apply. A senior researcher employed by one of these consortium members acts as the main applicant. Preferably, the consortium is extended with a (public or private) practitioner organization based in the LMIC whose challenge is addressed by the consortium.

Applied Research | Embedding Justice in Power and Politics
The Security & Rule of Law Applied Research Fund provides funding for research that contributes to innovations for people-centered and context sensitive rule of law reform programmes in fragile and conflict affected settings. Applying consortia must consist of a research organization from across the globe, acting as main applicant, and a practitioner organization involved in policymaking for, or implementation of security and rule of law reform programmes in the targeted LMICs.
Purpose
The aim of this call for proposals is to support research based innovation that is grounded in the local political and economical context. The innovations should contribute to a more people-centred and conflict-sensitive approach for rule of law reform programming in fragile environments. Targeted countries are: Afghanistan, Burundi, Yemen, Palestinian Territories, South Sudan, Sierra Leone, Liberia, East Timor, CAR, DRC, Egypt, Libya, Tunisia, Syria or affected countries bordering it(including Mali, Niger, Chad).
Specific objectives of the call are:
- Developing analytical methodologies and instruments to gain insights in people's justice concerns or the (institutional) responses to those;
- Sharing (knowledge on the) generated methodologies and instruments with relevant stakeholders for designing more relevant and effective rule of law reform programmes.
Who can apply
Applying consortia should consist of at least one research organization from across the world and one practitioner organization from one of the targeted countries.
