Group Activity 25/26 November: Development of a Prototype of a Web-based system of a Rule of Law Programme Generation Tool

Dear Sir/Madam,

HiiL Innovating Justice, the Knowledge Platform Security & Rule of Law and the Working Group Justice, Reform, Power and Politics organize on 25 and 26 November 2013 a two-day Group Activity event. The goal of the activity is to develop a prototype of a Web-based system of a Rule of Law Programme Generation Tool. Bear in mind that Prototyping is NOT a technical process. It is about the process of evidence-based RoL programming.

Your participation in the two-days SCRUM session will be highly appreciated! It will greatly contribute to the achievement of the Working Group’s objectives and will help the Dutch MFA in their Rule of Law work.

The SCRUM session will take place in HiiL’s Justice Innovation Lab (Bezuidenhoutseweg 16A, 2594 AV The Hague).

 What is RoL Programme Generation Tool? PGT is an instrument aiming to support the process of RoL programming. By definition its main users are RoL policy officers from Dutch embassies and MFA. However, it could have significantly wider use. For instance, the tool can help donors, national and supra-national policy makers, service providers and civil society organisations. The conceptual PGT model consists of three layers - inputs, processing/analysis and outputs. The purpose of the Group Action is to move the concept to a prototype with clearly defined functionalities, data model and business case. Prototyping is NOT a technical process. The group will be assisted by IT professionals in its work to develop the prototype but NO knowledge in software/web development is required.

What is SCRUM? Originally SCRUM has been developed as a methodology for quick and agile software development. HiiL has adapted the methodology to fit justice related projects. In a nutshell, SCRUM is a very intensive work of a team of people focused on achieving the goal within the session time limits. Hence within the two SCRUM days the group will achieve the goal – a prototype of a RoL Programme Generation Tool.

Outline of the SCRUM session:

Day 1: Identify users’ needs; classify users and their needs; outline decision making process; visualization of product flows.

Day 2: Description of functionality; Information model; description of functionality; business model.
