Gender and the Measurement of State Fragility

Working Paper 1.4

This paper looks at the different measurements of state fragility. There are many different indexes that try to measure to what extent certain states can be considered 'Fragile'. 'Weak' or 'Failed'.

The central
questions of this working paper are the following:
1. Are indexes of state fragility currently in use gender-sensitive? And are indexes of gender
equality comparable to indexes of state fragility? How do they relate to each other?
2. How relevant is gender for the assessment o fragility? What do we gain from measuring state
fragility in a gender sensitive way? Would this affect the determination of state fragility?

Peace Security and Development Network 2009

This publication is an outcome of the in 2008 established ‘Network for Peace, Security and Development’. The Network aims to support and encourage the sharing of expertise and cooperation between the different Dutch sectors and organisations involved in fragile states. The PSD Network is an initiative under the Schokland Agreements in 2007.
